In wireless fading channels, a primary benefit of cooperative communication is to provide spatial diversity without the need of multiple antennas at each of the nodes. In such a setting, the performance limit is characterized by the outage capacity of the underlying relay fading channel. We compute the outage capacity in the low SNR regime and present a simple relaying scheme that achieves it. The basic features of this scheme are: 1) analog amplify and forward, 2) low duty cycle flashy transmission, and 3) non-coherent energy combining at the destination.
